The Asian Development Bank (ADB) and China Everbright Environment Group Limited (EB Environment) – a partnership ongoing for more than 15 years – has focused on building private sector support in the circular economy and waste management. To date, ADB has disbursed total financing support of $311 million equivalent (including capital mobilized from commercial sources) to EB Environment. A key area of impact is EB Environment’s expansion abroad, as it seeks to replicate its waste-to-energy (WTE) operations in other markets.
亚行助力光大国际推进越南清洁垃圾焚烧发电项目
亚洲开发银行(亚行)与中国光大环境(集团)有限公司(光大环境)携手合作已逾15年。亚行一直致力于支助私营部门参与循环经济和废弃物管理领域。截至目前,亚行已向光大环境提供总计约合3.11亿美元的融资支持(包括通过商业渠道动员的资金)。其中,亚行资金在光大环境将其垃圾焚烧发电业务复制推广到海外市场的过程中,产生了重要影响。
Can Tho, located in the southern part of Viet Nam, about 170 kilometers away from Ho Chi Minh City, is the fourth-largest city in the country. With a population of around 1.2 million, Can Tho has seen its economy quintuple in size from 2005 to 2019, making it a key growth driver in the Mekong Delta region.
With its rapid economic development and population growth, open-air piling of municipal solid waste in Can Tho city has degraded the environment, as well as standard of living.
越南芹苴
芹苴市是越南第四大城市,位于越南南部,距胡志明市约170公里。芹苴市人口约120万,该市经济规模在2005年—2019年期间增长了五倍,逐渐成为湄公河三角洲地区的主要增长动力。
随着经济快速发展和人口不断增加,芹苴市生活垃圾露天堆放给当地的人居和生态环境带来诸多不利影响。
In response to this growing challenge, the government of Can Tho city launched the tender process for a municipal WTE plant, which EB Environment won in 2017. The total investment was $47 million, of which $21 million was funded by a loan from ADB.
为应对这一日益严峻的挑战,芹苴市政府启动了城市垃圾焚烧发电项目招标程序,光大环境于2017年成功中标。该项目总投资达4,700万美元,其中,亚行向光大环境提供2,100万美元直接贷款。
The Can Tho WTE Plant entered operation in 2018, adding a municipal solid waste (MSW) treatment capacity of 400 tons per day and producing green electricity of up to 60 million kilowatt-hours per year – enough to power 16,000 households. Annually, the plant saves 24,000 tons of standard coal consumption, reducing carbon dioxide (CO2) emissions by 56,900 tons.
2018年11月,光大芹苴垃圾发电厂投产并网发电。项目日处理城市生活垃圾400吨,年提供绿色电力约6,000万千瓦时,足以满足16,000户家庭一年的用电需求。另外,每年可节约标准煤2.4万吨,减排二氧化碳5.69万吨。
“Can Tho has a significant demand for MSW treatment,” said Jikun Xu, Deputy General Manager of EB Environment’s Can Tho project. “As a leading environmental protection enterprise in the PRC, EB Environment boasts advanced technologies and rich experience in WTE projects. Leveraging these advantages through Can Tho project was a win-win partnership, expanding our business footprint to overseas markets and helping improve local living and ecological environments.”
The project has also been treating stale waste in open dumpsites, helping the government make progress on landfill remediation. According to Mr. Xu, the incineration technology can reduce solid waste volume by 90% and weight by 80%. Compared to using landfill as a waste disposal alternative, incineration saves land resources and prevents groundwater from risks of being polluted.

项目在处理每日新产生的生活垃圾基础上,进一步协助政府逐步处理原有垃圾填埋场的陈腐垃圾。据徐吉坤介绍,焚烧技术可实现固废减容90%、减重80%。相比传统填埋处理方式,垃圾焚烧不仅节约土地资源,还能防止地下水被污染。
The project was the first modern municipal WTE facility in Viet Nam and the first overseas WTE for EB Environment. It set a model for green projects in the Mekong Delta region. Its process design, equipment selection, and plant construction all meet the leading international standards, including those on emissions.
芹苴项目是越南首座投产的现代化生活垃圾焚烧发电项目,也是光大环境首个海外全产业链环保项目。以“打造湄公河三角洲绿色标杆项目”为目标,项目从工艺设计、设备选型到厂房建设、排放指标,均采用国际领先标准。
The operating process itself is carefully considered. The waste is collected and transported to the incinerator with negative pressure, preventing any odor overflow. Even the slag residue after combustion is reused as road construction material.
运营流程经过精心设计与严密考量。生活垃圾通过垃圾仓负压控制将全厂臭气集中收集送入焚烧炉,做到无臭气外溢,就连燃烧剩下的炉渣经清洗、分选和收集后也可再次综合利用,用作道路建设材料。
Le Ngoc Tuyet, a 60-year-old resident of Trường Xuân Commune, Thới Lai County, runs a fruit juice stand at her doorstep, only a few meters away from the Can Tho WTE plant. At first, she was against the idea of a WTE plant being built in the neighborhood and even planned to relocate her home elsewhere. However, after the plant began operations, she and her family noticed no unpleasant smells or visible waste. After visiting the plant, they realized it wouldn't compromise their quality of life and thus decided to stay. Additionally, she has gained new customers, as plant workers pass by her stand on their way to and from work every day.
“经得起闻、经得起看”
家住泰来县长春乡的黎玉雪,今年60岁,在家门口经营着一个果汁摊,与垃圾焚烧发电厂直线距离不过几百米。起初她对当地建垃圾厂很反感,打算举家远迁。电厂投入运行后,她和家人日常并没有闻到、见到垃圾,也去厂区参观过,一点感觉不到垃圾影响了生活,就决定不搬家了。因为是上下班必经之路,还经常有电厂员工在她这买果汁,由此收入也提高了。
The project also provides 112 direct jobs, with 90% of its staff being Can Tho residents.
Nguyen Phuc Thinh (left), a 32-year-old graduate from the Department of Electrical Engineering at Can Tho University in Viet Nam, joined the EB Can Tho WTE Plant in 2017 and became a team leader in the central control room. He was able to intern at an EB Everbright group company in the PRC – one of 20 local professionals chosen for training.
为当地居民新增就业岗位
光大芹苴项目还吸纳了芹苴本地及周边地区112人就业,占到项目工作人员的90%以上。
阮福心(左),32岁 ,毕业于越南芹苴大学电机工程系。2017年12月,他加入光大芹苴电厂,后成为中控室一名组长。他曾作为中国光大精选的20名当地骨干员工之一前往中国,在旗下企业实习,接受专业培训。
Nguyen Pha Tran, 25 years old, joined the EB Can Tho WTE Plant as a laboratorian in March 2024. She said that she has learned a lot from this modern WTE plant – among Viet Nam’s first municipal-level public-private partnership projects – and feels that she can fully achieve her potential while earning a decent pay here.
阮氏法珍,25岁,2024年3月,进入光大芹苴垃圾发电厂担任化验员。她说,在这座越南第一批市级公共—私营部门合作项目之一的现代化生活垃圾发电厂工作,学到了很多知识,而且感觉可以很好地发挥自己的潜力,同时收入也不错。
Le Quoc Tien, a 26-year-old native of Truong Xuân Commune where the WTE plant locates, joined the WTE plant in 2021 and is now the security team leader. Since the plant is near his home, Mr. Tien can also take care of his family’s one-hectare rice paddy.
黎国进,26岁,来自电厂所在的长春乡。他于2021年进入电厂工作,现在已经是保安班长。厂子离家很近,方便他兼顾打理家里种植的一公顷水稻。
Yee To Wong (right), Senior Investment Specialist from ADB’s Private Sector Operations Department, said that many cities in Asia and the Pacific region face challenges in managing increasing volumes of solid waste. The Can Tho WTE project offers an effective and eco-friendly solution, and the clean energy it generates can help reduce dependence on fossil fuels. Governments across the region can learn from the project’s design and implementation and replicate applicable features in their own jurisdictions.
既有效又环保的解决方案
亚行私营部门业务局高级投资专家黄以弢(右)表示,亚太地区许多城市面临着管理不断增加的固废挑战。芹苴项目为解决这一共同难题提供了一种有效且环保的方案,同时生成的清洁能源有助于减少对化石燃料的依赖。本地区各国政府可以借鉴芹苴项目在设计及实施方面的经验,并根据本国情况进行复制。
